If you have answered “yes” to all the above questions, then please keep reading as the Volunteer Services Abroad (VSA) - Te Tūao Tāwāhi UniVol Programme is looking for motivated, service-minded and passionate graduates for our 2026 intake! 
  
VSA’s UniVol programme aims to provide new graduates with a unique cultural experience in the Pacific while contributing to existing VSA programmes and improving international development education in New Zealand. 
  
To be eligible for this programme you will need to:
  • Be a New Zealand citizen or Permanent Resident
  • Be 30 years old or under 
  • Have recently graduated, or graduating in 2025, from a New Zealand University.

Our Partner Organisation – The Bougainville Arts, Culture, and Tourism Authority

The Bougainville Arts, Culture, and Tourism Authority (BACTA) is an office within the Autonomous Bougainville Government (ABG) Department of Commerce, Trade, Industry and Economic Development. BACTA was established in 2021 in response to an identified need for strengthening and improving measures and approaches for effective development, promotion, protection and regulation of Bougainville’s Arts Culture and Tourism products and resources.

The Assignment
With BACTA still in the early stages of operation, gathering and interpreting data on tourism in Bougainville is crucial to informing future policy and planning. Currently BACTA lacks mechanisms to gather tourism data for Bougainville, both in regard to tourists coming into Bougainville, but also with the sorts of tourism products and infrastructure that exits in Bougainville. Accurate data would mean the ABG is in the best possible position to form accurate policy and plans, but also to accurately market Bougainville tourism to the domestic and international market.

The Country
- Bougainville
The Autonomous Region of Bougainville, (Otonomos Region bilong Bogenvilin Tok Pisin), previously known as the North Solomons, it is the largest island in the Solomons Island archipelago, situated on the border between Papua New Guinea and the Solomon Islands. 

The population is roughly 300,000 (as of 2023), with most people living on the largest island, Bougainville Island. Buka Island is over a close stretch of water. Volunteer Service Abroad has offices in both Arawa (Bougainville Island) and Buka (Buka Island).  

Although the region is just over 2,300 square kilometres, the terrain is rugged. This makes travel slow on roads and boats. It is a mountainous region covered in forest and sea, making agriculture and fishing vital to people's lives.  

The people are resilient, and all are likely to have been personally affected by the civil conflict in the 1990s, but they wish to develop. There are substantial cultural aspects to be considered when living in ARoB, which will be covered in briefings before volunteers depart and upon arrival.  

VSA has been active in Bougainville for over 25 years. We started in the year 1998 with a programme focusing on response and reconstruction post-crisis.
As part of the New Zealand government’s commitment to delivering a ‘peace dividend’, we set up our field office in Arawa (the conflict zone in the 90s).

About You 
Essential
  • A bachelor’s degree in tourism or communications
  • Competent with computer skills, including excel, database use, and website management
  • Experience in undertaking data collection, data analysis, and the digital management of data.  
Desirable
  • Experience in tourism or hospitality
  • Experience in training or mentoring
  • Experience in managing social media
  • Experience in planning and managing events (e.g. festivals and industry events)
