Friendly Island Shipping Agency (FISA) is a government-owned enterprise that provides a safe and reliable shipping service that complies with all regulatory and operational standards and is assessed by qualified external authorities. It is managed by a CEO and management but under the authority of a board of directors who are appointed by the government. Its clients and customers are the people of Tonga and visitors and the service is a vital part of the community.

Following the tragic sinking of the ferry Ashika, which claimed 74 lives in 2009, FISA was set up to replace the Shipping Corporation of Polynesia (SCP), which had sourced and run the Ashika. FISA runs and operates the MV ‘Otuanga’Ofa (MVOO), a vessel which provides ferry services to the outer islands on a weekly basis.
